UOSA IFB 27-01 GAC Treatment Optimization

The GAC Treatment Optimization project, issued by the Upper Occoquan Service Authority in Centreville, Virginia, is a two-phase construction effort governed by the Virginia Public Procurement Act. Phase 1 focuses on retrofitting one L/2 Building carbon contactor with two cells to create a per- and polyfluoroalkyl substances pilot study system, restoring upflow and downflow operating capabilities via underdrain nozzle modifications, and conducting a proof-of-concept evaluation for carbon transfer improvements. If authorized, Phase 2 will expand these improvements to the remaining seven carbon contactors. The contract is awarded as a lump sum to the lowest responsive and responsible bidder, with a specific bid allowance of 25,000 dollars for authorized concrete repairs. Compliance requirements are extensive, including adherence to Davis-Bacon Labor Standards, the Build America, Buy America Act for iron, steel, and manufactured goods, and the Drug-Free Workplace Act. Bidders must demonstrate good-faith efforts to solicit certified Disadvantaged Business Enterprises as a condition of award. The contractor is required to provide performance and payment bonds, as well as insurance certificates. Payment is processed via an Application for Payment, with approved partial payments issued within 30 days of the Engineer's recommendation, subject to a 5,000 dollar minimum for unincorporated materials. All work is subject to inspection by the Owner and Engineer to ensure strict compliance with contract documents prior to substantial completion.
