UOSA IFB 27-02 P2NR+ Construction

The Upper Occoquan Service Authority (UOSA) is soliciting bids for the Phase 2 Nitrogen Removal Plus Other Interim Process Improvements (P2NR+) project at the Millard H. Robbins, Jr. Regional Water Reclamation Plant in Centreville, Virginia. This construction project focuses on nitrogen management process improvements and various renewal and replacement tasks. Major scopes of work include replacing eight screw pumps at Primary Effluent Lift Stations 55/1 and 55/2, upgrading two RAS pumps at Pump Station 9/1, implementing cyclone and settleability improvements at Selector Basins 56/1 through 56/7, and replacing secondary clarifier mechanisms for units 6/5 and 6/6. Additionally, the project involves replacing electrical equipment in Load Centers 1 and 8, replacing a primary sludge pump in Station 54/2, and performing associated piping and electrical upgrades across aeration basins, pump stations, and site galleries. Governed by the Virginia Public Procurement Act, the contract will be awarded to the lowest responsive and responsible bidder based on total cost. Qualified bidders must be licensed in the Commonwealth of Virginia and demonstrate significant experience, including at least one wastewater treatment facility rehabilitation project valued at $25 million or more completed within the last five years. The project requires a Project Manager and Superintendent each possessing ten years of experience in complex wastewater construction. Bids are submitted as a lump sum and must include a Virginia Bid Bond, with performance and payment bonds required upon contract signing. The bid structure includes $775,000 in owner allowances for structural concrete repair, conduit replacement, mechanical and electrical work, and hazardous materials mitigation. Substantial completion is defined by seven continuous days of successful, trouble-free operation following all functional performance tests.
