Updated Master Solicitation for Commodity Procurements - International Programs (MSCP-I)

The Updated Master Solicitation for Commodity Procurements - International Programs (MSCP-I), issued by the USDA Agricultural Marketing Service (AMS) Commodity Procurement Program, establishes the governing contract clauses and solicitation provisions for the procurement of U.S. origin commodities. These commodities support international food assistance initiatives, including Food for Peace, Food for Progress, and the McGovern-Dole Food for Education programs. As a master solicitation, this document serves as the framework for periodic Invitations for Bids (IFB), which will define specific commodities, quantities, and delivery periods. The solicitation is effective November 19, 2025, with a response deadline of November 19, 2026. Awards are primarily based on the lowest landed cost for international deliveries or total cost for instore deliveries. A price evaluation preference is provided for eligible HUBZone small business concerns, whose prices are deemed lower if they are within 5 percent of the lowest responsive offer for up to 20 percent of the total commodity volume. All offers must be submitted electronically via the Web Based Supply Chain Management (WBCSM) system. Contractors must maintain active Unique Entity Identifiers (UEI) and CAGE codes and certify compliance with federal anti-discrimination laws and the Equal Protection principles of the U.S. Constitution. Performance requirements include strict adherence to packaging and marking standards, specifically the use of traceable, tamper-evident commercial or high-security seals complying with ASTM or ISO standards. Delivery terms vary by procurement type, including F.O.B. Vessel, Intermodal Plant, and Intermodal Bridge options. Invoicing and receipting are managed through the WBCSM system, with payments processed according to the Prompt Payment Act. For perishable agricultural commodities, payment is generally due within 10 days of receiving a proper invoice.
