Updated National Dislocated Worker Grant Program Guidance and Application Information

The National Dislocated Worker Grant (DWG) program, administered by the Department of Labor's Employment and Training Administration under WIOA Title I, Section 170, provides funding to support economic recovery in areas affected by emergency or disaster declarations, including the opioid crisis. The program focuses on providing temporary disaster-relief employment and training activities to dislocated workers. Funding is available through both emergency applications, which are capped at 1 million dollars to facilitate rapid response, and full applications for larger funding amounts. The period of performance generally does not exceed 36 months from the project start date, with the possibility of a one-time 12-month extension under exceptional circumstances. Applicants must maintain active registration in the System for Award Management and obtain a Unique Entity Identifier. Submissions require specific documentation, including the SF-424 and SF-424A forms, a budget narrative justifying all costs as necessary and reasonable under 2 CFR Part 200, a statement of work, and a two-page abstract. Evaluation is based on application completeness, federal integrity and eligibility checks, and risk-related criteria such as financial stability and management quality. Awardees are responsible for submitting quarterly performance and narrative reports, as well as financial reports via the ETA-9130 (G) form. Additionally, grant recipients must ensure that disaster-relief employers comply with OSHA safety standards and provide appropriate workers' compensation or medical insurance for participants.
