Upgrade UPS & Cooling System

The contract requires a small business contractor to perform a comprehensive upgrade of the Uninterruptible Power Supply (UPS) and cooling systems at the 153d Airlift Wing Data Center located at 217 Dell Range Blvd, Cheyenne, WY 82009. The scope includes the complete removal and disposal of an existing PX80 UPS system and replacement with a new 100kW frame modular UPS, de-rated to 80kW, configured with seven 10kW power modules and twelve rows of battery cabinets, all branded as APC or equal. Concurrently, the contractor must dismantle eight chilled water in-row cooling units, replace them with new units using new couplers and Pex piping while reusing existing PEX-AL-PEX piping and insulation. Critical electrical work includes installing a new 350A shunt trip breaker with NEMA-1 enclosure, tying the existing emergency power off (EPO) system to the new breaker, and rerouting feeder conduits and wiring from the main distribution panel to the new UPS. All work must be performed in accordance with the attached Performance Work Statement, emphasizing strict adherence to technical specifications, safety protocols, and industry standards. The contractor is responsible for providing all personnel, equipment, materials, supervision, transportation, and disposal of obsolete equipment. It is a firm fixed-price commercial award evaluated on a lowest priced technically acceptable (LPTA) basis, meaning technical acceptability is a pass/fail gate determined by capability to remove old systems and install new ones per the PWS, with price being the determining factor among technically acceptable offers.
