Upgrades to the Global Reconstruction and Measurement System

The Naval Air Systems Command awarded Basic Ordering Agreement N00019-20-G-0003 to Maritime Surveillance Associates, located in Brunswick, Maine, on April 28, 2020. This agreement focuses on the design, development, and procurement of upgrades for the Global Reconstruction and Measurement System software. The system is critical for Acoustic Intelligence analysis, enabling Maritime Patrol and Reconnaissance Aircraft to extract measured Sound Pressure Level data for delivery to the Office of Naval Intelligence and frontline warfighters. This acquisition was executed as a sole-source procurement under the statutory authority of Title 10, U.S.C. Section 2304(c)(1) and FAR 6.302-1, as detailed in Class Justification and Approval number 19-0542. The government determined that Maritime Surveillance Associates is the only responsible source capable of satisfying the requirements because they are the original designer and developer with the necessary technical data. This sole-source approach was implemented to avoid substantial duplication of costs, with the authority remaining valid through May 31, 2024.
