UPS System for IHS, Mid-Atlantic Tribal Health Center

The Indian Health Service, through its Nashville Area Office under the Department of Health and Human Services, is seeking a firm-fixed-price contract for the procurement and installation of a 5 kW uninterruptible power supply (UPS) system at the Mid-Atlantic Tribal Health Center pharmacy located in Charles City, Virginia. The system must provide reliable backup power to critical refrigeration units used for vaccine and pharmaceutical storage, complying strictly with CDC Vaccine Storage Toolkit guidelines, the National Electrical Code, and OSHA electrical standards. Key technical requirements include a 19.2 kWh AGM battery, 120V/60Hz input/output, a transfer time of no more than 20 milliseconds, four NEMA 5-20R receptacles, remote monitoring capability, and a stainless-steel healthcare-grade cabinet. The contractor is responsible for site assessment, delivery, integration with existing refrigeration systems, commissioning, training of personnel, and submission of deliverables including installation plans, as-built diagrams, commissioning reports, and training materials, all to be completed within 30 to 60 days after contract award. Delivery is FOB destination, and final acceptance will occur on-site by a Government representative upon verification of full compliance with all performance specifications and regulatory requirements. This acquisition is a 100% set-aside exclusively for Indian Small Business Economic Enterprises (ISBEE), as defined under the Buy Indian Act, with a small business size standard of 600 employees. Only offerors that are at least 51% owned and controlled by Indians and derive earnings from Indian sources are eligible. Submission requires a completed Indian Economic Enterprise Representation form, active registration in the System for Award Management with a valid UEI, a Buy American Certificate, and documentation of key personnel qualifications. Proposals must be submitted by July 8, 2026, at 4:00 p.m. Central Time to the Charles City, Virginia address specified in the solicitation. No electronic submission method is explicitly mandated for proposals, though electronic invoicing via the Treasury’s Invoice Processing Platform is mandatory upon contract award.
