Correctional Service Canada is seeking to establish Standing Offers for urgent civil work services in the Ontario region, excluding the National Capital Region, to address critical emergencies involving water line breaks, sewage line breaks, and asphalt reinstatement. The requirement mandates immediate响应 capabilities 24 hours a day, seven days a week, with a strict three-hour response window for emergency calls. The Ontario region is divided into three service areas—Kingston and Surrounding Area, Greater Toronto Area and Kitchener, and Gravenhurst—with multiple Standing Offers potentially awarded per area to ensure adequate geographic coverage. Contractors must provide all labor, equipment, materials, and supervision necessary to complete each call-up, adhering to provincial and federal codes, safety standards, and environmental regulations. Utility locates and infrastructure protection are mandatory before any excavation, and trench safety measures including shoring, sloping, or box shoring must be implemented. All water line repairs require approved potable materials, disinfection plans, bacteriological testing, and pressure verification before service restoration, while sewage repairs necessitate flow isolation, bypass pumping, and regulated disposal of contaminated soils and liquids. Asphalt reinstatement must restore surfaces to match existing grades and thickness using properly compacted granular base and hot mix asphalt. Traffic control, pedestrian safety, construction fencing, erosion control, and site cleanup are required, along with submission of daily logs, photos, as-built drawings, test reports, and a complete closeout package within 48 hours of work completion. Contractors must hold appropriate certifications, including Red Seal and Technical Service Safety Association credentials, and provide proof of insurance and a completed Integrity Declaration Form. The Standing Offer period runs from July 1, 2026, to June 30, 2031, with a possible six-month extension, and individual call-ups are capped at $75,000, with a total program ceiling of $2,260,000. Pricing is tiered across three periods: 2026–2029, 2029–2030, and 2030–2031. Financial proposals must adhere to a prescribed format, and only offers meeting all mandatory technical criteria will be considered. Payment will be made via MasterCard Acquisition Card or direct deposit upon completion and acceptance, with no travel or living expenses allowed. Contractors must comply with CSC-specific rules including possible tuberculosis testing for site access, anti-forced labor requirements under the Criminal Code, and adherence to government site
