URI Carothers Library Critical Power Upgrade

The University of Rhode Island is seeking a qualified vendor for the critical power infrastructure upgrade at the Carothers Library on its Kingston Campus under solicitation RFQ27006893. The scope of work involves the replacement of main transformers, switchgear, and emergency/standby power systems, including the installation of new padmount transformers, 5kV switch installation, 480V secondary service, and a new generator. Interior upgrades include new switchboards and dry type transformers in room 041 and distribution panels in room 039. Additional requirements include the installation of a temporary transformer to maintain power continuity, a decorative architectural equipment screen around the electrical yard, and civil site work for underground conduit routing beneath the loading dock drive. The project is governed by AIA Document A101-2017 and A201-2007, with a proposed start date in May 2027 and a warranty period ending in August 2030. Bidders must provide bid, payment, and performance surety bonds and adhere to Rhode Island prevailing wage laws, including the submission of certified payroll records. Payment is structured via AIA Documents G702 and G702A, with the owner paying 95 percent of progress payments until substantial completion and retaining a percentage of the final payment for ten months for warranty inspection. A 400,000 dollar allowance is provided for unforeseen electrical conditions. The response deadline is September 9, 2026, and the project requires NETA testing prior to feeder cutovers.
