AI Contract Overview
The Air Force Life Cycle Management Center intends to award a sole-source, firm-fixed-price contract to Fortec Medical Inc. for urology surgical navigation system and support services at the 88th Medical Group at Wright-Patterson Air Force Base, Ohio. The requirement is for the provision of proprietary UroNav MRI Fusion System and ultrasound equipment, along with associated technologies including the Cyber Thulium Laser for HoLEP procedures, and expert technician support for surgical procedures performed at least one to two times per month. Extensive market research, including GSA Advantage reviews, internet searches, consultation with subject matter experts, and analysis of prior procurements, confirmed that Fortec Medical Inc. is the only source capable of meeting the government’s needs because its UroNav system is proprietary, incompatible with any other manufacturer’s equipment, and already fully integrated into existing clinical workflows at the facility. Any alternative system would necessitate costly and time-consuming equipment replacement and procedural overhauls, resulting in operational disruptions exceeding one year. The acquisition is justified under Revolutionary Federal Acquisition Regulation Overhaul (RFO) 6.103-1 and 6.104-1, citing the uniqueness of the proprietary technology and the absence of viable alternatives. A Justification and Approval for other than full and open competition has been prepared, and responses to this notice will inform the final decision, though the government retains full discretion to proceed without competition. Interested parties may submit capability statements to demonstrate they can meet the stringent requirement of full compatibility with the existing UroNav system and support infrastructure. Proposals must include detailed company information, CAGE code and UEI, SAM registration confirmation, ownership structure, socio-economic status under NAICS code 621999, and proof of direct service provision or subcontracting arrangements. Offerors must verify their ability to deliver and maintain required equipment, including transport, calibration, and repair services with documented proof, adhere to WPAFB’s Medical Equipment Repair Center clearance protocols, and comply with on-site requirements such as wearing green paper scrubs and checking in via SYMPLR. Technicians must hold at least 12 months of experience and relevant certifications. Contractors must accept payment exclusively via Government Purchase Card and submit invoices after each procedure or at the end of the day for multiple procedures. Pricing is structured with a set-up/break-down fee and an hourly rate, with annual adjustments capped at 6% and requiring written approval. The government will not pay cancellation fees if notice exceeds 24 hours,

Full Description
Intent to Sole Source
The Air Force Life Cycle Management Center (AFLCMC/PZIBA) intends to award a sole-source, firm-fixed-price contract to Fortec Medical Inc., located at 6245 Hudson Crossing PKWY, Hudson, Ohio 44236. This contract is for the procurement of urology surgical procedures utilizing the UroNav MRI Fusion System and Ultrasound for the 88th Medical Center at Wright-Patterson Air Force Base (WPAFB).
Extensive market research was conducted to identify potential sources. Techniques included, but were not limited to, a GSA Advantage review, Internet market research, a review of similar procurements at WPAFB, input from Subject Matter Experts (SMEs), and a Sources Sought notice. This research confirmed that Fortec Medical Inc. is the only source capable of meeting the Government’s minimum requirements as outlined in the Statement of Work (SOW).
The WPAFB 88th Medical Center is already equipped with and trained on the proprietary UroNav system. Utilizing any other manufacturer's system would require the acquisition of entirely new equipment and force a complete overhaul of established medical procedures, resulting in significant operational delays estimated to exceed one year. Because the UroNav MRI Fusion System and its corresponding software are proprietary to Fortec Medical Inc., they are the only source that can provide a system that is compatible with the Government's existing infrastructure and procedural framework. Fortec Medical Inc. does not have any authorized distributors for its equipment.
This acquisition is being conducted under the authority of Revolutionary Federal Acquisition Regulation Overhaul (RFO) 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A Justification and Approval for other than full and open competition has been prepared in accordance with RFO 6.104-1, citing the proprietary nature of the required equipment and services.
Submission Instructions and Points of Contact:
Interested parties who believe they can satisfy the requirements must provide a capability statement with clear and convincing evidence of their ability to do so. The statement must demonstrate the vendor's capability to provide the urology surgical procedures and support services that are 100% compatible with the proprietary UroNav MRI Fusion System and Ultrasound equipment currently in use at the 88th Medical Center. A simple statement of capability is not sufficient. All responses, questions, and capability statements shall be submitted via email to the following points of contact no later than June 30, 2026, at 11:00 AM Eastern Time.
