At least one of these samples must include a script that used an acted vignette as an approach/treatment. Each script must be accompanied by a brief narrative (limited to one page for each) describing the resources were secured by the eventual producer to execute the production, and how script research efforts facilitated production. CONTRACT AWARD The vendor's quote must effectively demonstrate a practical and cost effective approach to performing requirements, and do so in a manner that represents a comprehensive understanding of the magnitude and complexity of the Government's requirements. A single award shall be made to the responsible Vendor whose quote, conforming to this RFQ, is most advantageous to the Government using a two-part evaluation. First the quote will be evaluated for on a pass/fall basis on whether or not the vendor has sufficiently demonstrated experience in scriptwriting efforts that included in-depth research on the availability of commercial and/or government sources for specialized resources that directly relate to U.S. military-type operations. Vendors that do not clearly meet this requirement will be removed from further considerations from award. Next, the quotes that pass the initial pass/fail evaluation will be evaluated using best value tradeoff procedures in terms of the following evaluation factors in order of importance: Technical Capability and Price. The Technical Capability rating will be the degree of confidence the Government has in a vendor's ability to successfully meet contract requirements based on the vendors' quote submissions. Price will not be rated by a scale; rather it will be evaluated for fair and reasonableness.
