The City of Palo Alto is soliciting proposals under RFP199586 for professional production services to execute large-scale artistic projection mapping for the Code:ART 2027 festival. The project aims to transform downtown Palo Alto, specifically the facade of City Hall at 250 Hamilton Avenue and other potential locations, into an immersive media art experience from October 13 to 16, 2027. The selected vendor will be responsible for a comprehensive scope of work divided into four phases, beginning with initial planning and the selection of at least three multimedia content creators in early 2027, followed by creative design, pre-event technical setup, and the final event execution and strike-down in October 2027. Key deliverables include three original 3D motion graphic pieces of at least three minutes each, technical drawings for equipment enclosures, and the provision of onsite technical staffing. This is a fixed-fee contract with a maximum value of 375,000 dollars, inclusive of artist commissions and content generation. The City requires a technical proposal submitted separately from the cost proposal, along with evidence of financial stability and a detailed project team organizational chart. Award is contingent upon compliance with the City's insurance requirements and verification that the firm is not suspended or debarred via sam.gov. The contractor must adhere to the City's Environmental Purchasing Policy, ensure ADA compliance for all installations, and submit monthly invoices for payment, as the City does not allow upfront deposits. Proposals must be submitted electronically via the OpenGov portal by December 4, 2026.

The City of Palo Alto (the "City") is located on the San Francisco Peninsula, at the southern end of San Francisco Bay. Palo Alto, with a resident population of approximately 67,000, lies at the northern edge of Santa Clara County. The City of Palo Alto Public Art Program oversees temporary and permanent public art throughout the City. The Public Art Program ("PAP") is currently planning the fifth edition of Code:ART for October 13–16, 2027. Code:ART is a free, biennial interactive media art festival that transforms downtown Palo Alto into a vibrant playground of light, sound, and imagination. The previous festival, hosted in 2025, attracted approximately 25,000 visitors to downtown Palo Alto and generated an estimated $1.3 million in direct economic impact. The 2025 festival featured large-scale projection mapping artworks on the façade of Palo Alto City Hall , generating significant public interest and positive feedback from festival attendees. Building on the success of the 2025 projection mapping program and feedback from the community, the City is exploring an expanded projection mapping program for 2027. The proposed program would feature large-scale, three-dimensional projection mapping artworks on the façade of City Hall at 250 Hamilton Avenue and potentially at additional locations throughout downtown Palo Alto. The expanded program is intended to create a highly visible, immersive public art experience that activates downtown spaces, attracts visitors, and showcases contemporary media art and technology. The projections will be unveiled the first night of the Code:ART festival on October 13th and be featured nightly through October16th, approximately 7 – 10 pm.
