Service must include 24-hour customer support with live human assistance after hours, a dedicated line for equipment and billing issues, and no-cost training for all embassy personnel. Monthly billing must be itemized by call, including destination, duration, cost, and roaming charges, delivered in CSV format with an accompanying online dashboard for real-time usage tracking.
