The Department of Defense, through the United States Army Research, Development, and Engineering Command Acquisition Center (RDECOM), plans to award a five-year contract to Aqua-Lung America, Inc. for the production and delivery of Portable Helicopter Oxygen Delivery Systems, along with associated engineering and technical support. This contract will be awarded on a sole source basis under the authority that permits acquisitions from only one responsible source, as Aqua-Lung America holds the proprietary data rights to this unique commercial-off-the-shelf product. The oxygen delivery system is distinguished by its lightweight design of 3.4 pounds and its capability to supply breathing oxygen for up to two hours, characteristics that currently no other supplier can match due to the prohibitive cost of acquiring the necessary data rights. The contract will be a combination of Firm Fixed Price and Cost-Plus Fixed-Fee arrangements, ensuring the Government receives these specialized systems and ongoing support over the five-year term. Interested parties wishing to demonstrate their ability to meet the Government’s needs must submit written, detailed documentation supporting their capability by the specified deadline of August 9, 2007. Responses must be clear, concise, and provided at no cost or obligation to the Government, with email submissions allowed for file sizes under 5MB, or hard copy submissions directed to the designated Army RDECOM address. Questions about the requirement are to be submitted via email to the provided government contact.
