Full Description

The U.S. Army Corps of Engineers (USACE), Humphreys Engineer Center (HECSA) has a clear need for ground maintenance, snow removal, and related services. This Contractor is expected to maintain healthy grass, trees, shrubs, and plants along with providing snow removal for a clean, neat, and professional appearance by obtaining landscaping, grounds maintenance and snow removal services at the Humphreys Engineer Center (HEC). The contract is being awarded to 8(a) firm, Diverse Solutions Group, Inc (DSG). In accordance with Section 8(a) of the Small Business Act (15 U.S.C. 637a) and Federal Acquisition Regulation (FAR) Subpart 19.805-1(a)(2), Contracting Officers may award contracts under the $4 million competitive threshold on a sole-source basis to contractors who are certified participants in the SBA 8(a) Business Development program. This requirement is currently in the 8(a) program and, in accordance with the Partnership Agreement between The U.S. Small Business Administration and The Department of Defense, this requirement should remain in the 8(a) program unless release is requested by the contracting activity (RA) and approved by the Associate Administrator, Office of Business Development. The RA did not requested that this requirement be released from this 8(a) program, and they requested that DSG be selected for the new contract for the HECSA Ground Maintenance and Snow Removal requirement.
