*** Amendment 1 - Additional RFI question and answers*** Question Will the RFI in question need to include information regarding a total station for terrestrial laser scanning, or can the refresh be based entirely on mobile mapping technology? Answer A terrestrial LiDAR Total Station Unit will be acceptable/considered if the unit meets the specified accuracy requirements (Survey Grade 2'cm). A mobile mapping solution could be considered if the unit meets the specified accuracy requirements (Survey Grade 2'cm). *** The United States Air Force (USAF), is looking to replace aging, commercially-off-the-shelf (COTS) survey and mapping equipment [Total Station, Global Navigation Satellite System/Global PositioningSystem (GNSS/GPS), Machine Control] with similar, but more modernized, COTS solutions specifically designed for construction and geodetic/mapping purposes. Remote-sensing technologies aimed at producing a high return on investment and improve the efficiency and practices of infrastructure development, planning, construction, and managing the natural environment are preferable. See attached Request for Information. Attachment 1 is attached within the RFI doc.

Air Force Civil Augmentation Program (AFCAP) VI
Solicitation # FA805127R0001
The Air Force Contract Augmentation Program VI (AFCAP VI), solicitation FA805127R0001, is a Multiple-Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract managed by the 772nd Enterprise Sourcing Squadron. This program serves as a global force multiplier providing rapid-response capabilities, including contingency planning, logistics, emergency construction, and Base Operating/Life Support (BOS/BLS) for the Department of the Air Force, other DoD components, and Federal agencies. The scope covers a wide array of missions such as Major Theater Wars, humanitarian assistance, and peacekeeping operations both within the contiguous United States (CONUS) and outside the contiguous United States (OCONUS). The contract supports various career groups for non-inherently governmental functions, with an overall ordering window extending from June 1, 2028, through May 31, 2036. Award eligibility is based on a binary acceptability standard where offerors must be determined technically acceptable and possess an acceptable past performance rating. A critical requirement for award is the possession of a DCAA-approved accounting system due to the inclusion of cost-reimbursable task orders. The base award process does not rank proposals or use cost as an evaluation factor, as the initial Contractor School task order is a non-negotiable firm-fixed-price of 4,000,000 dollars. Subsequent task orders will be awarded using Tradeoff, Highest Technically Rated Offeror (HTRO), or Lowest Priced Technically Acceptable (LPTA) methodologies. Key requirements include a Secret security clearance for the Program Manager and Alternate Program Manager, 24/7 classified communication capabilities, and adherence to CMMC cybersecurity standards. Small business participation goals are set at 37 percent for overall small businesses and 5 percent for small disadvantaged businesses.
