USAF WPAFB Signature Management

The USAF WPAFB Signature Management contract, issued by the Department of Defense under the AFLCMC RODK, requires a contractor to provide all labor, materials, and travel to enhance the vulnerability and survivability of Agile and Resilient airbase component representations. The scope encompasses the full lifecycle of capability development, including the planning, design, engineering, integration, testing, and evaluation of hardware and software solutions. Key technical objectives focus on signature management and passive defense techniques, utilizing digital design analysis, modeling and simulation, and the evaluation of commercial off-the-shelf technologies and novel coating materials to support operational assessments and field exercises. The contractor is responsible for developing system architectures, defining key system attributes and performance parameters, and managing risk throughout the development process. Workloads include the creation of support equipment, special tools, and technical data gathering to inform recommendations for basing operations. The contract provides access to Defense test and evaluation facilities for operational assessments and includes options for the procurement and support of prototype capabilities to facilitate rapid fielding. Vendors are expected to demonstrate high technology readiness levels, prototyping and manufacturability capacity, and the ability to provide long-term operations and maintenance support.
