The U.S. Agency for Global Media (USAGM), Office of Technology, Services, and Innovation, Engineering and Transmission Directorate, Broadcast Technologies Division (T/E/B) is seeking preliminary information, for market research purposes only, from capable and reliable sources who may be interested in submitting a proposal to provide diesel fuel, lubricants, and fuel tank maintenance for USAGM owned prime power and standby electrical generators at various USAGM broadcast sites throughout the Democratic Republic of the Congo. The purpose of this notice is to gain knowledge of potential local qualified businesses concerns, capable of providing diesel fuel, lubricants, and fuel tank maintenance at seven sites used for Prime Power and Standby electrical generators in the Democratic Republic of the Congo. Since all of the work will be performed outside of the continental U.S., no set-asides or socioeconomic preference of any sort will be granted. USAGM has a requirement for diesel fuel, lubricants, and fuel tank service for operation of Prime Power and Standby electrical power generation throughout the Democratic Republic of the Congo. Interested vendors should be capable of delivering up to 2000 liters of diesel fuel per month / per location to one or more USAGM broadcast transmitter sites at the following locations in the Democratic Republic of the Congo: Lubumbashi, Goma, Kisangani, Bukava, Matadi, Kanango, and Mbuji Mayi. These locations would also need delivery of lubricants and fuel tank maintenance on an - as needed basis. USAGM is exploring the possibility of establishing either an Indefinite Delivery, Indefinite Quantity (IDIQ) and/or Blanket Purchase Agreement (BPA) for diesel fuel, lubricants, and fuel tank maintenance required to allow uninterrupted Prime Power and Standby electrical power generation for USAGM Broadcast Operations in the Democratic Republic of the Congo. Response Requirements: Interested offerors that meet the requirements above are encouraged to submit a Statement of Capability (SOC) in response to this notice. The SOC must include the following: At least two (2) contracts (including current point of contact information) in which the interested company served as either the prime contractor or a subcontractor performing a substantial portion of the work described above in the Democratic Republic of the Congo Provide a statement of your firm's ability to execute projects in various locations throughout the Democratic Republic of the Congo Years of company experience maintaining similar services in the Democratic Republic of the Congo. The SOC must contain a cover letter including the company name, local address, point of contact, telephone and e-mail address. USAGM will accept Statements of Capability in English and French only. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation MAY be published. However, responses to this notice will NOT be considered adequate responses to a solicitation, if one is issued. Reponses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The USAGM will not be obligated to pursue and particular acquisition alternative as a result of this notice. Response to the notice will not be returned. Not responding to this notice does not preclude participation in any future solicitation, if one is issued. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
