The United States Agency for International Development (USAID) intends to issue a Request for Proposals (RFP) for two programs in Kenya: the Afya Jijini program covering Nairobi and the Afya Pwani program covering the Coast region. The primary aim of these programs is to improve health outcomes by strengthening county health systems and increasing access to and utilization of quality health services. These efforts support the broader USAID/Kenya Country Development Cooperation Strategy, particularly focusing on enhancing the availability and quality of HIV services, maternal and child health, family planning, water, sanitation and hygiene (WASH), nutrition, and overall county-level health system capacity and accountability. The government plans to award two separate Cost-Plus-Fixed-Fee contracts with base periods of three years and possible extensions of up to two additional years, totaling a potential five years. The estimated funding range for the entire procurement is between $86 and $88 million, with approximately $34-$35 million allocated for Afya Jijini and $52-$53 million for Afya Pwani, contingent on available funds and satisfactory contractor performance. USAID encourages wide competition from various types of organizations and will conduct the procurement under full and open competition following Federal Acquisition Regulations. Interested parties are invited to register as offerors and await the formal solicitation, expected around early October 2014, with questions directed to specified USAID contacts.
