- UPDATED STATUS March 28, 2022: The purpose of this special notice is to provide an update to the USALearning� major procurements and provide answers to questions received in the USAL_Contract@OPM.gov mailbox. This special notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This announcement is not a request for proposals, and the Government is not committed to issue a solicitation or award a contract pursuant to this announcement. The Government will not pay any costs incurred in preparation for responding to any future solicitation(s). During the Acquisition Planning process the determination was made that the requirements would be procured with three separate solicitations. The solicitation names, solicitation numbers, NAICS Codes, anticipated posting dates and mailboxes for correspondence are as follows: USALearning� Training and Education Support Products and Services (Solicitation# 24322622R0002) (100% small business set-aside); NAICS 611430; the solicitation is estimated to be posted on SAM.gov in the Second Quarter FY22, and all correspondence for this requirement must be sent to: USALTrainingandEducation@opm.gov USALearning� Integrated Learning Ecosystem Support Products and Services (Solicitation# 24322622R0008) (Full and Open Competition); NAICS 541512; the draft solicitation is estimated to be posted on SAM.gov at the end of the Second Quarter FY22, followed by the final solicitation release at the beginning of the Third Quarter FY22, and all correspondence for this requirement must be sent to: USALIntegrator@opm.gov USALearning� Learning System Licenses (Solicitation# 24322622R0003) (100% small business set-aside); NAICS 541519 (ITVAR), the solicitation is estimated to be posted on SAM.gov at the end of the Second Quarter FY22 and all correspondence for this requirement must be sent to: USALLearningLicenses@opm.gov This will be the last update made using the Special Notice Link posting in SAM.gov. Questions received from industry and OPM responses are as follows: QUESTION: Is there any information on when the USALearning� solicitation may be posted? OPM RESPONSE: Yes, please see above for information on expected release dates for each solicitation. 2. QUESTION: Will the USAL solicitation be posted this FY First Quarter or before the expiration of the bridge contract? OPM RESPONSE: Please see above for information on expected release dates for each solicitation. 3. QUESTION: Will the current bridge contract be extended? OPM RESPONSE: OPM does not anticipate extending the current bridge contract. 4. QUESTION: You mentioned a pre-proposal conference during Industry Day, when will that be held so we can plan arrangements? OPM RESPONSE: OPM no longer expects to host a pre-proposal conference. However, the USALearning� Integrated Learning Ecosystem Support Products and Services requirement will have a Draft solicitation posted on SAM.gov in lieu of a pre-proposal conference. 5. QUESTION: We are monitoring SAM.gov but haven�t seen anything since the White Paper. Did we miss the posting? OPM RESPONSE: No, as you can see from this update, there has been a lot of work done solidifying the Acquisition Strategy and developing the roadmap to meet all of the USALearning� requirements. This is the first update since the request for White Papers. Also, as indicated above, this will be the last update for the overall program. Future updates will be requirement specific. 6. QUESTION: Can you provide us any information on when we may see anything on the solicitation via SAM.gov? OPM RESPONSE: Please see the update above for expected posting timeframe for each solicitation. 7. QUESTION: Will any set-aside procedures be used? OPM RESPONSE: Yes, as indicated above, both the USALearning� Training and Education Support Products and Services and the USALearning� Learning System Licenses solicitations will be 100% set aside for small businesses. - April 5, 2021: Revising this post to add a corrected version of Attachment 4 - BIC Data Elements. No other changes. - March 31, 2021: This is an update on the Office of Procurement Operations (OPO), Office of Personnel Management�s USALearning� (USAL) Competitive Procurements. The mission of Office of Personnel Management (OPM)/Human Resources Solutions (HRS)/Center for Leadership Development (CLD)/USAL program is to provide a full spectrum of academic, technical, organizational development, and online training services to Federal agencies, Department of Defense (DOD), and State and local Governments. The current contract was awarded as a Firm Fixed Price Single Award Indefinite Delivery Indefinite Quantity (IDIQ)# 24361820D0001, to PowerTrain, Inc. for a 12-month ordering period. Based upon the analysis of the Request for Information submissions, Industry Day participation and extensive collaboration among internal stakeholders the acquisition strategy for the Competitive Procurement has been drafted. While simultaneously providing this updated information to Industry, OPO is conducting additional market research to assist in the refinement of requirement documents via the attached White Paper and attachments. OPO invites industry to reply with feedback on any of the attachments, alternative suggestions, and requests responses to the questions posed. OPO�s goal is to provide sufficient information so industry can respond accordingly to any future Request for Proposal (RFP) and collect information for market research. The White Paper and attachments ARE NOT the official RFP. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. The official RFP is subject to change from the White Paper and attachments. - October 19, 2020: The Questions and Answers from Industry Day are attached. - October 15, 2020: Please see the attached Industry Day PowerPoint slides. The Questions and Answers from Industry Day will be posted on Beta SAM by 1:00 PM Eastern Time Monday, October 19, 2020. Additionally, below are clarifications stated during Industry Day: - The Government is not taking any more questions at this time. - There is a possibility of multiple awards. - There is a possibility of multiple NAICS Codes. - Collaboration is encouraged. - This is an opportunity for Industry to provide suggestions/ideas/recommendations. This can be sent to USAL_Contract@opm.gov, no later than (NLT) 12 P.M. on Monday, October 19, 2020. - Note: The Acquisition Strategy to include the Performance Work Statement (PWS) is to be determined. Nothing has been established at this time but we are going to be working through it soon. - The Draft Request for Proposals (RFP) will be released and provide for Industry to submit questions/clarifications within a specified time period. - The Pre-Proposal Conference will be held with Industry to walk through the RFP and to make any final corrections/clarifications/updates as necessary prior to RFP release. - October 1, 2020: The Office of Personnel Management (OPM) plans to conduct a virtual Industry Day for the purpose of promoting collaboration, awareness, discussions, and planning for the USALearning (USAL) requirement. What: USALearning (USAL) Support and Services Industry Day When: October 14, 2020, 12:30 PM � 3:30 PM Eastern Time Where: Remote, via Zoom - September 17, 2020: Please see the attached RFI Amendment 1, Attachment 1 - Performance Work Statement Amendment 1, and Questions and Answers. Responses are due September 25, 2020. The Government is not accepting any further questions at this time. - August 28, 2020: Please see the attached RFI. Responses are due September 18, 2020. The Office of Procurement Operations at the Office of Personnel Management (OPM) intends to competitively procure education and training products and services to support the USALearning� Program during Fiscal Year 2021. The acquisition strategy for the requirements are currently under development as the current Knowledge Portal IDIQ contract (OPM2615D0001) has not yet expired. OPM will post information for all interested vendors related to the requirement at the appropriate time to this space. OPM encourages interested vendors to follow this notice to receive notification from beta.sam.gov when information is added.
