The U.S. Army Medical Research and Development Command and the Defense Health Agency have established an Indefinite Delivery Indefinite Quantity contract, solicitation number W81XWH20R0031, for enterprise-wide maintenance, repair, administrative, advisory, inventory, and training services. This contract covers a broad range of medical devices, medical device systems, and medical, laboratory, and scientific equipment, including specialized tools such as spectrometers, imaging systems, and clinical analyzers. The period of performance extends from August 21, 2020, to August 20, 2025, with specific task orders, such as those for the U.S. Army Research Institute of Environmental Medicine, utilizing a base period followed by four option periods. The contract employs a hybrid pricing structure consisting of Firm Fixed Price and Time and Materials. Firm Fixed Price is utilized for administrative, training, and inventory services where risks are minimal, while Time and Materials is used for maintenance and repair services due to the unpredictable nature of equipment failure and repair duration. Managed under NAICS code 811219, the agreement includes strict requirements for Organizational Conflict of Interest certifications, non-disclosure agreements for personnel, and detailed labor rate structures for biomedical equipment technicians.

U.S. Army Medical Research and Development Command (USAMRDC) and Defense Health Agency (DHA) Enterprise-Wide Medical Device (MD)/Medical Device System (MDS) and Medical/Laboratory/Scientific Equipment (MLSE) Maintenance and Repair, Administrative, Advisory, Inventory and Training Services Indefinite Delivery Indefinite Quantity (IDIQ) Contract. The contract types utilized for this requirement are a combination of FFP and T&M. In accordance with FAR Subpart 16.103, a FFP contract type will be utilized for administrative, training and inventory services where the risk involved is minimal and a reasonable basis for firm pricing exists. The customary contract type for commercial MD/MDS and MLSE maintenance and repair services is T&M. The inherent nature of MD/MDS and MLSE maintenance and repair services does not allow the Government to accurately estimate the extent or duration of the work nor does it allow the Government to anticipate costs with any reasonable degree of confidence and therefore a T&M contract type is appropriate.
