(i) This is a Request for Proposal (RFP) prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 15, Contract by Negotiation, as supplemented with additional information included in this notice.  This announcement constitutes the solicitation.  This acquisition is being conducted under the authority of FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements, as documented in the approved Justification and Approval (J&A) Control Number 25-15, dated 14 Jan 2026.   


(ii) The U.S. Army, through the 413th Contracting Support Brigade, Regional Contracting Office - Hawaii, intends to award a sole-source, firm-fixed-price contract to Motorola Solutions Inc. (CAGE: 78205), located at 7031 Columbia Gateway Drive, Linthicum Heights, MD 21046.  This solicitation is issued as RFP Number W912CN-26-R-A009. 


(iii) This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2025‑03 (17 Jan 2025), as adapted under the Revolutionary FAR Overhaul (RFO) framework, and DFARS Publication Notice (DPN) 20250117.


(iv) Description of Requirements:  The purpose of this requirement is to provide sustainment service for the IP2 LMR ASTRO 25 – 7.17.3v system across Hawaii, mainland Japan, Okinawa and Republic of Korea.  Services include but not limited to:  System administration, Radio programming, Preventative maintenance, Corrective maintenance and repair, and Cybersecurity support.
