USASAC IMS New Cumberland Digitization

The United States Government Publishing Office is soliciting bids for the digitization of approximately 6,504,300 pages of paper records, consisting of roughly 5,913,000 sheets across 1,971 banker boxes. The project requires the contractor to handle the pickup, palletization, and transportation of materials from USASAC IMC in New Cumberland, Pennsylvania. A critical component of the scope includes the replacement of approximately 800 worn banker boxes and the maintenance of a strict chain of custody for records, some of which involve active litigation. Deliverables must be provided as text-searchable PDF/A images with OCR and accompanying TXT files, stored on FIPS 140-3 compliant encrypted hard drives. The contractor must adhere to rigorous security and quality standards, including NARA guidelines, NIST SP 800-37, NIST SP 800-53, and NIST SP 800-88r2 for media sanitization. Because records may contain Controlled Unclassified Information (CUI), the contractor must utilize a Federal accredited moderate boundary network and ensure personnel undergo Tier 2 background investigations. Quality assurance is governed by GPO Publication 310.1. The period of performance extends from a purchase order issuance by September 30, 2026, to a project completion date of March 31, 2028. Bids are due by September 25, 2026, and must include unit pricing for scanning, packed cartons, and hard drives.
