USBP Intelligence Program Management Support For Technology Pilots and Capabilities

The U.S. Department of Homeland Security’s Air and Marine Contracting Division is conducting a sources-sought initiative under solicitation number CBP-0004 to gather industry input for program management support services in support of the USBP Intelligence Division. The requirement centers on acquiring, implementing, and sustaining technology platforms and tools that enhance intelligence analytic tradecraft, improve targeting and vetting workflows, and accelerate intelligence support for homeland security operations. The scope includes program management and governance, operational support such as tasker tracking and briefing preparation, and specialized capabilities in OSINT and AI/ML—including natural language processing, entity extraction, anomaly detection, and predictive analytics. The government anticipates a Firm-Fixed-Price contract with an estimated value between $5 million and $8 million, and the requirement is targeted for a Small Business set-aside. The work will be performed both at the contractor’s facility and at CBP facilities in Washington, D.C., with a 12-month base period and one potential 12-month option period. Security requirements are stringent, demanding compliance with DHS and federal standards including safeguarding Controlled Unclassified Information, adherence to NIST SP 800-53 and 800-88, use of DHS directives, and FIPS 140-2 compliance. Personnel may require Secret or TS/SCI clearances, with all employees obligated to execute the DHS Non-Disclosure Agreement (Form 11000-6), and contractors must submit signed NDAs to the COR within two days. The government will not tolerate the storage of Sensitive Personally Identifiable Information in administrative systems. Deliverables include a Kickoff Brief, Program Management Plan, Monthly Status Reports, License Utilization Reports, and a Transition/Closeout Report, with strict submission deadlines and mandatory proof of performance for invoicing. Invoices must be submitted electronically through the Treasury’s IPP system in PDF format, with supporting documentation such as signed delivery receipts or system confirmation emails. The government has specified a range of mandatory FAR and HSAR clauses governing contract terms, payments, disputes, inspection of services, termination, default, security, and prohibitions on certain entities like Kaspersky Lab and restricted telecommunications providers.
