AI Contract Overview
This is a combined synopsis/solicitation for a commercial, single-award, firm-fixed-price purchase order under FAR Part 12 to secure the participation of two U.S. Indo-Pacific Command personnel in the 2026–2027 USC SHIELD Executive Program in Global Space and Deterrence. The period of performance spans from September 17, 2026, to April 24, 2027, with training delivered through in-person residencies at the University of Southern California’s Viterbi School of Engineering in Los Angeles and its Washington, D.C. office, alongside online instruction. The acquisition is not set-aside for small businesses, with a NAICS code of 611430 for professional and management development training and a PSC of U008 for education and training services. The solicitation, numbered N0060426Q4045, was issued by the NAVSUP Fleet Logistics Center, Pearl Harbor, with responses due by July 2, 2026, and must be submitted electronically through the System for Award Management. The contractor is responsible for facilitating full registration, attendance, and successful completion of the program for both participants, with payment contingent upon fulfillment of requirements via Government Purchase Card. All contractual obligations are governed by a long list of incorporated FAR and DFARS clauses addressing security, cybersecurity, supply chain integrity, and personnel conduct, including prohibitions on equipment from Xinjiang, certain telecommunications providers, and Maduro regime entities, as well as requirements for safeguarding covered defense information per NIST SP 800-171. Compliance with MIL-STD-130 and MIL-STD-129 for unique item identification and shipment labeling is mandated, though the nature of the service does not require physical deliverables or FOB terms. The evaluation will follow a best-value trade-off approach, where price and other factors are considered holistically, and award is not guaranteed to the lowest-priced offer. Offerors must hold a valid Unique Entity ID and CAGE code, disclose any affiliations with prohibited entities, affirm compliance with whistleblower protections and ethical hiring practices, and meet all representation requirements under Section K, though no specific pricing figures are provided in the solicitation.
