The solicitation number 52800PR260007579 issued by the U.S. Coast Guard is a combined synopsis/solicitation under FAR Part 12 and a FAR Class Deviation, specifically requesting quotations for the FY26 maintenance support of the brand-name INVS Gold Service FLIR Latitude software license. This is a total small business set-aside, meaning only small business concerns are eligible to respond. The contract is firm-fixed-price in nature and covers one base year (07/01/2026 – 06/30/2027) with four successive option years through 06/30/2031. The scope of work includes software license maintenance, technical support, and periodic health audits for bundled video and failover channels associated with the FLIR Latitude system, with specified quantities of video and failover channels detailed for each contract year. The contract performance location is primarily at the USCG C5I Service Center in Kearneysville, West Virginia, with additional U.S. Coast Guard locations supported under the agreement. Submissions are required electronically by June 5, 2026, and proposals must be complete and responsive, including a detailed Accessibility Conformance Report (ACR) based on VPAT Version 2.0 to demonstrate compliance with Section 508 accessibility standards for Information and Communication Technology (ICT). The acquisition is strictly for the brand-name product specified, with no substitutions permitted, supported by a Brand Name Justification attachment. Evaluation follows a Lowest Price Technically Acceptable (LPTA) methodology where quotes passing a technical acceptance threshold are assessed on price alone. Provisions and clauses incorporated by reference include numerous Federal Acquisition Regulation (FAR) clauses addressing standard contract terms, compliance with security and labor requirements, prohibition against trafficking in persons, and small business program requirements. Payment requests must be submitted via the Invoice Processing Platform (IPP). The Contracting Officer, Brianna Riffle, and Contract Specialist, Ann M. Leuters, serve as primary contacts for the solicitation. This contract ensures continuity of support for critical software services enabling U.S. Coast Guard mission operations while maintaining compliance with federal regulatory and accessibility mandates.
