Full Description
The United States Coast Guard (USCG) is issuing Request for Proposals (RFP) No. 70Z02326R93250001 for the Response Boat Small Third Generation (RB-S III).
The Government intends to award up to four (4) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts for the design, production, testing, delivery, and related supplies and services for the RB-S III and associated purpose-built trailers in accordance with the solicitation. The acquisition will recapitalize the aging fleet of 29-foot RB-S II platforms and includes boats, trailers, logistics support, technical documentation, configuration management, supply support, and other related requirements identified in the solicitation.
The solicitation and publicly releasable supporting documents are provided below under the Attachments/Links section of this notice. Offerors are responsible for reviewing the solicitation, all applicable attachments, and any subsequent amendments in their entirety.
The anticipated IDIQ ordering period is ten (10) years, consisting of a two (2) year base ordering period and one eight (8) year option ordering period.
Two-Phase Acquisition and Evaluation Process
This solicitation uses a two-phase competitive acquisition and down-select process.
Phase I: The Government will evaluate written proposals under the following factors in accordance with Section M of the solicitation:
- Factor I – Mission Effectiveness (Non-Price)
- Factor II – Production and Management (Non-Price)
- Factor III – Price
Following the Phase I evaluation and best-value tradeoff, the Government may select up to four (4) Offerors for award of IDIQ contracts. Each Phase I awardee will receive an initial Delivery Order satisfying the contract minimum guarantee for the construction and delivery of one (1) demonstrator boat and trailer for participation in Phase II.
Phase II: Phase I awardees will participate in a Government-conducted In-Water Demonstration lasting up to 90 calendar days.
Phase II will evaluate:
- Factor IV – In-Water Demonstration (Non-Price)
- Factor III – Price (carries forward from Phase I, not a new price evaluation)
Phase II is an independent evaluation. Phase I evaluation results, other than carrying the price evaluation forward, will not influence the Phase II evaluation.
The Technical Evaluation Team (TET) will use the In-Water Demonstration Report and documented personal observations during the In-Water Demonstration to conduct a comparative evaluation of how each demonstrator boat performed in comparison to the other demonstrator boats. The TET will document the specific technical advantages and disadvantages identified through the comparative evaluation under Factor IV.
Following completion of Phase II, the Government will conduct a final best-value tradeoff evaluation and select one (1) IDIQ contractor to receive all subsequent production Delivery Orders for the remaining RB-S III boats. Price evaluations will remain unchanged from Phase I; no price revisions or updates will be permitted in Phase II.
Proposal Submission
Phase I proposals are due:
13 November 2026 at 1400 Eastern Time
All proposal submissions shall be made in accordance with Section L of the solicitation.
Phase I proposals must be submitted electronically through the Department of Defense Secure Access File Exchange (DoD SAFE). In accordance with Section L.3(b), Offerors shall email the Contracting Officer and Contract Specialist no later than five (5) working days prior to the proposal due date to request a DoD SAFE Drop-Off Request.
Questions and Requests for Clarification
Questions shall be submitted in accordance with Section L no later than:
14 October 2026 at 1400 Eastern Time
Questions received after this date may not be answered. Government responses may be issued through solicitation questions and answers and/or formal solicitation amendment, as appropriate.
