USCG Station Sandy Hook Pier Lighting

This contract involves the installation of new electrical conductors at Coast Guard Station Sandy Hook in Highlands, New Jersey, to provide reliable power to cutter and boat shore tie connections and pier lighting, replacing degraded and spliced wiring that has experienced repeated failures. All work must comply with the National Electrical Code, including Article 555 for marine environments, as well as Coast Guard-specific Electrical Shore Tie CSTO requirements, which override NEC standards where applicable. The conductors must be UL-listed, submersible cable with tinned copper, EPR/XLPE insulation, and a heavy-duty CPE/CSPE jacket, sized to limit voltage drop to no more than 3% on feeders and 5% overall. Installation must include watertight seals using IP68/NEMA 6P cable glands and heat-shrink splices, and all materials must be protected from salt spray, UV exposure, oil, and abrasion during storage and transport, with factory end-seals maintained until final termination. Color coding must follow NEC standards: brown, orange, and yellow for phase conductors; white or gray for neutral; and green for equipment grounding. Final deliverables include as-built drawings, test reports, operation and maintenance manuals, and proper labeling. The contract is a fixed-price service award under a Local Area Set-Aside, meaning only small businesses located in the immediate geographic area are eligible to compete. All labor and wages must adhere to the Service Contract Act and applicable wage determinations for the performance location. Contractors must comply with a comprehensive set of Federal Acquisition Regulation clauses, including those requiring a code of business ethics, whistleblower protections, prohibitions on internal confidentiality agreements restricting reporting, personal identity verification for personnel accessing federal facilities, and robust anti-human trafficking policies with mandatory flow-downs to subcontractors.
