The U.S. Coast Guard is planning an acquisition for drydock repairs on the USCGC CHENA, a 75-foot "E Class" river buoy tender, and the USCG 130 barge. The work will take place at the vessel’s home pier in Hickman, Kentucky, and is geographically restricted to the Western Rivers, which includes the navigable portions of the Mississippi River and its tributaries as well as specific connected waterways. The repair period is anticipated to last 56 calendar days starting around March 20, 2012, and ending about May 15, 2012. The scope of work encompasses various hull plating inspections and repairs, ultrasonic testing, leak testing of appendages and voids, cleaning and preservation of tanks and internal surfaces, overhauling spuds and strainer components, renewing crane wire ropes, and multiple other maintenance and repair activities on both the tender and barge. All welding and brazing must be performed by certified welders. This acquisition is expected to be set aside for small businesses under NAICS code 336611, with a size standard of fewer than 1,000 employees. The Coast Guard is considering whether to make the set-aside specifically for HUBZone or Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. Interested firms meeting these classifications must respond by October 17, 2011, 10:30 AM EDT, providing evidence of their experience and past performance in similar contracts. If designated as a HUBZone or SDVOSB set-aside, the contracting regulations require that at least 50 percent of the contract personnel costs be spent on employees of the concern. Failure to provide the requested information could result in the acquisition becoming unrestricted. The final set-aside decision will be announced on the FedBizOpps website. The contract point of contact is Lisa Dieli, reachable via email or phone.
