The contract involves inspecting and repairing the Oily Waste System (OWS) on the USCGC Healy during its scheduled dry dock period. The system, a Bilge Master E 500 model, was recently modernized to meet discharge standards, achieving effluent below 15 ppm in recirculation mode. However, it encounters issues when attempting to shift to overboard discharge, as the flow sensor indicates insufficient flow, causing the system to revert to recirculation every 10 seconds. The primary objective is to have an OEM-certified technician, knowledgeable in GEA oily waste systems, conduct on-site troubleshooting, identify root causes of the flow issue, and perform necessary repairs. The technician will also provide inspection reports, repair plans, proprietary system information, and ensure repairs comply with manufacturer standards. Post-repair testing will verify the system's proper operation according to OEM parameters. The planned site visit is scheduled between May 5 and May 9, 2025, with an alternate window from June 2 to June 6, 2025, at the specified Seattle location. Contractors may visit the site beforehand at their own expense to prepare for the work. This procurement is a small business set-aside under NAICS code 336611, managed by the Department of Homeland Security, with responses due by April 21, 2025.
