The Bureau of Reclamation's Boulder Canyon Operation Office (BCCO) plans to award a sole source contract to the University of Colorado's Center for Advanced Decision Support for Water and Environmental Systems (CADSWES) for user support, upgrades, and enhancements to the Riverware modeling tool software. Riverware, developed in collaboration since 1993 by Reclamation, the Tennessee Valley Authority, the U.S. Geological Survey, and CADSWES, is vital for scheduling and monitoring water deliveries along the Lower Colorado River System. Due to its critical role and the proprietary nature of the software, CADSWES is uniquely positioned as the sole provider capable of maintaining and upgrading Riverware to ensure continuous operation. This contract falls under the NAICS code 3541511 for Custom Computer Program Services with the government intending to negotiate directly with this source under FAR 6.302 without a competitive solicitation. The acquisition will use Simplified Acquisition Procedures with an anticipated award date of August 6, 2009. Interested parties may express interest, but this notice is not a request for proposals. The contact for inquiries is Diane Rodriguez at the Bureau of Reclamation.

The Bureau of Reclamation, Boulder Canyon Operation Office (BCCO), Boulder City, Nevada, intends to award on a sole source basis, a contract to the University of Colorado, Center for Advanced Decision Support for Water and Environmental Systems (CADSWES), 3100 Marine Street, Room 481, Boulder City, CO 80309-0572, for user support, upgrades and software enhancements of the Riverware modeling tool software. Since 1993, Reclamation, the Tennessee Valley Authority, the U.S. Geological Survey, and the University of Colorado, Center for Advanced Decision Support for Water and Environmental Systems (CADSWES), have participated in a collaborative research and development program to develop decision support tools for water management. Riverware is a major application from this program and is used by BCCO. RiverWare plays an integral role in the daily scheduling and monitoring of water deliveries along the Lower Colorado River System. The scheduling and monitoring of this volume of water via a system of dams, powerplants and diversion canals requires that RiverWare be operational at all times. To remain operational, annual user support, software upgrades and enhancements are required on this software. The contractor (CADSWES) developed, enhances, and maintains this software for the users and is, therefore, the only entity able to provide these services. The NAICS Code identified for this action is 3541511 - Custom Computer Program Services. The Small Business Size Standard is $25M. The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. This procurement will be awarded using Simplified Acquisition Procedures. The anticipated award date is August 6, 2009. Questions may be directed to Diane Rodriguez at +1 (555) 000-0000, or e-mail to contact@example.gov.
