USFS, Cowlitz Valley RD Resistance Drill Purchase

The U.S. Department of Agriculture, Forest Service, on behalf of the Cowlitz Ranger District, is seeking a single brand-name IML-RESI PowerDrill PD600 unit along with its original equipment manufacturer electronic modules and accessories to assess structural integrity and internal decay in hazard trees across remote field locations. The equipment must meet specific technical requirements including a minimum drilling depth of 23.6 inches to evaluate deep sound rind limits on large-diameter timber, be handheld and battery-powered for single-operator transport over rugged, off-trail terrain, and include fully integrated data logging software with authorized electronic add-on modules for Feed, Tilt, Scaling, and Memory Enlargement to ensure precise telemetry calibration. This procurement is mandated under FAR 12.102(a) to be restricted exclusively to the IML-RESI brand and its OEM components, as market research confirms no alternative products meet the combined performance and portability criteria required for operational effectiveness in the field. Submissions proposing substitutes from other manufacturers, including Rinntech or others, will be rejected as non-responsive.
