The U.S. Department of Agriculture, Forest Service, on behalf of the Cowlitz Ranger District, is seeking a single brand-name IML-RESI PowerDrill PD600 unit along with its original equipment manufacturer electronic modules and accessories to assess structural integrity and internal decay in hazard trees across remote field locations. The equipment must meet specific technical requirements including a minimum drilling depth of 23.6 inches to evaluate deep sound rind limits on large-diameter timber, be handheld and battery-powered for single-operator transport over rugged, off-trail terrain, and include fully integrated data logging software with authorized electronic add-on modules for Feed, Tilt, Scaling, and Memory Enlargement to ensure precise telemetry calibration. This procurement is mandated under FAR 12.102(a) to be restricted exclusively to the IML-RESI brand and its OEM components, as market research confirms no alternative products meet the combined performance and portability criteria required for operational effectiveness in the field. Submissions proposing substitutes from other manufacturers, including Rinntech or others, will be rejected as non-responsive. The solicitation is open only to active, SAM-registered third-party distributors and authorized resellers capable of supplying factory-new IML-RESI products, with proof of current SAM.gov registration required at the time of quote submission. The contract is issued as a Total Small Business Set-Aside under NAICS code 333991, and responses must be submitted no later than July 8, 2026. The place of performance is in Randle, Washington, with the contracting office located in Portland, Oregon. The primary point of contact for inquiries is Mindy Hickman at mindy.hickman@usda.gov. All vendors must ensure compliance with the strict brand exclusivity requirements and demonstrate proven ability to deliver certified, factory-new equipment to be eligible for award.

The U.S. Department of Agriculture (USDA), Forest Service, Products and Services Team, on behalf of the Cowlitz Ranger District, has issued this Request for Quotation (RFQ) for the procurement of one (1) brand-name IML-RESI PowerDrill PD600 unit and its original equipment manufacturer (OEM) electronic modules and accessories.

This specialized electronic equipment is required to perform structural integrity and internal decay assessments on standing hazard trees within remote field environments.

Required Core Specifications:

  • Drilling Depth: 23.6 Inches (Minimum threshold to evaluate deep sound rind limits on large-diameter timber).
  • Portability: Handheld battery-powered unit optimized for off-trail manual transport by a single operator.
  • System Integration: Fully integrated data logging software and physical electronic add-on modules (Feed, Tilt, Scaling, and Memory Enlargement) to maintain exact telemetry calibration.

Brand-Name Restriction Notice:
In accordance with FAR 12.102(a), competition for this requirement is restricted strictly to the IML-RESI brand name and its authorized, original equipment manufacturer (OEM) components. Market research has demonstrated that no other commercially available brand matches the required 23.6-inch physical drilling depth while meeting field weight thresholds.

This is not an open invitation for generic or alternate brand substitutes. Offers proposing alternate manufacturers (such as Rinntech or other non-IML items) will be determined non-responsive and will be excluded from technical evaluation.

Vendor Capability:
The solicitation will be competed among active, SAM-registered third-party distributors and authorized resellers capable of providing certified factory-new IML products. All interested vendors must have an active registration in SAM.gov at the time of quote submission to be eligible for award.
