19--USGS Intent to Award Notice: Blue Robotics ROV & USV
Solicitation # DOIGFBO260033
The U.S. Geological Survey intends to award a non-competitive purchase order to Blue Robotics, Inc. for an unmanned surface vehicle and a remote operated vehicle to be delivered to Hilo, Hawaii within 60 days of order receipt. The vehicles must support advanced research capabilities, and Blue Robotics is the only vendor identified with an open-source operating system that allows scientists and students to integrate custom instruments, cameras, sonars, and other equipment without restrictions imposed by proprietary software. This flexibility is critical to adapting the platforms for evolving research needs in collaboration with partner organizations. The award will be made under the Revolutionary FAR Overhaul authority, which permits non-competitive acquisition when only one source fully meets the technical requirements. The contract is anticipated to be firm fixed-price, with an award date of August 24, 2026, and all vendors must be registered in SAM.gov to be eligible. The NAICS code is 336612 with a size standard of 1,000 employees. All interested parties may submit quotations for informational purposes, but the government does not intend to conduct a competitive solicitation. Responses must be emailed to Contracting Officer Leah Williams at leah_williams@ios.doi.gov and must reference Solicitation Number DOIGFBO260033 in the subject line. The notice was posted on August 10, 2026, with a response deadline of August 24, 2026, and is issued under the authority of RFO 12.102(a). The purchase will be managed by the Office of Acquisition, Grants-National, under the Department of the Interior, with performance to occur in Hawaii.
