The requirement encompasses comprehensive maintenance, operations, supply, and logistics support for live-fire and urban warfare training systems across six major Marine Corps installations in California and Arizona, including Twenty-nine Palms, Miramar, Yuma, Camp Pendleton, Barstow, and Bridgeport. Scope includes routine and corrective maintenance of training devices such as Infantry Immersion Trainers and MOUT ranges, ballistic concrete patching using government-furnished materials, berm and grounds upkeep, hazardous material handling, inventory control with IUID compliance, and rapid repair response under defined Level of Repair Analysis timelines—24 hours for organizational, 10 days for intermediate, and 30 days for depot-level failures. Operational availability must exceed 90%, with 100% completion of scheduled preventative maintenance and strict adherence to safety and security protocols, including base access credentials and Tier 1/NACI background checks for personnel handling Controlled Unclassified Information. Respondents must be 8(a) firms capable of supporting geographically dispersed, high-risk environments characterized by extreme weather, remote locations, and specialized vehicle requirements. Proposals must demonstrate prior experience managing similar defense training systems, including metrics tracking for operational availability, preventive vs. corrective maintenance workflows, ballistic concrete maintenance using approved patch kits, and HAZMAT handling compliant with 49 CFR regulations. Companies must detail their phase-in methodology to achieve 100% readiness by contract start, equipment inventories—including transportation, tools, and maintenance gear—and risk mitigation strategies for field operations. Subcontracting is permitted under the 50% limitation rule with credit given to similarly situated entities, and any intended partners must be identified with their size status and certifications. Responses are due by July 29, 2026, and must include corporate details, relevant contract history, and technical capability statements submitted electronically to the designated Contract Specialist and Procuring Contracting Officer. No payment will be provided for responses, and non-8(a) firms are ineligible and discouraged from participating.

LIMITATIONS ON SUBCONTRACTING: If you are a small business interested in being the prime contractor for this effort, please be advised that the RFO clause 52.219-14, “Limitations on Subcontracting,” includes the definition of “Similarly Situated Entity” and provides a methodology for the 50% calculation for compliance with the clause. Small business primes may count “first-tier subcontracted” work performed by Similarly Situated Entities as if it were performed by the prime itself. To assist in our market research and determination for this effort, if you are a small business interested in priming this effort and plan to utilize “Similarly Situated Entities” to meet the Limitations on Subcontracting requirements, please identify the name, CAGE Code (and UEI, if known) of the specific company(s) you intend to partner/subcontract with to meet the requirements as well as their small business size status under the NAICS Code that you as the prime would assign for their workshare. Information regarding any planned “Similarly Situated Entity” should be included in answering any questions outlined in the Sources Sought Notice to assist the Government’s capability determination.
For information or questions regarding this Sources Sought Notice, contact the cognizant Contract Specialist, Nicole Fosmoe at nicole.d.fosmoe.civ@us.navy.mil or the PCO, Colin Kelly at colin.d.kelly.civ@us.navy.mil.
