This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.
The Solicitation number is 6923G226Q000023 and is issued as a Request for Quotation (RFQ) for the United States Merchant Marine Academy (USMMA) commencement activities support. The combined synopsis/solicitation will result in a firm, fixed-price Purchase Order (PO)/contract.
The USMMA is seeking a qualified and experienced contractor to provide labor, parts, material, transportation, tools, equipment and supervision to provide Plumbing services. The contractor shall repair or replace several double check valves and R.P.Z’s for our water mains on campus.
This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. All responsible small business sources may submit a response which, if timely received, will be considered by the agency.
The associated North American Industrial Classification System (NAICS) code for this procurement is 238220 for Plumbing, Heating, and Air-Conditioning Contractors with dollar threshold below $19 Million. Offers received from firms that are not small business concerns shall be considered non-responsive and will be rejected (in accordance with FAR 52.219-6 Notice of Total Small Business Set-Aside which applies to this solicitation).

All quotes will be evaluated based on cost as the lowest price, technically acceptable (LPTA). The Government will evaluate offers for award purposes based on an acceptable/unacceptable basis to determine if the quoter meets the requirements described in the SOW and past performance of similar size, scope and complexity.
