USMS FY26 D07 DUSM UNIFORM GEAR

The U.S. Marshals Service is soliciting offers under solicitation number 15M10226QA4700121 for DUSM Uniform Gear in support of the D07 DC Superior Court, with a total small business set-aside under NAICS Code 315990. Proposals must be submitted in two volumes: Volume 1, a quote on company letterhead including the company name, logo, address, point of contact, and CAGE code; and Volume 2, a signed SF-1449 form with pricing entered on the CLINs and Clause USMS-0004 completed. Technical substitutions are strictly prohibited, and while items are not brand-specific, any alternative offerings must include full technical specifications for evaluation. All offerors must be registered in the System for Award Management with an active Unique Entity Identifier and CAGE code, and their SAM representations must be current, accurate, and complete as of the submission date. The contract is a Firm Fixed Price arrangement with a period of performance from June 15, 2026, to June 14, 2027, and delivery is required at the H. Carl Moultrie Courthouse in Washington, DC within 30 days after award. The award will be made using the Lowest Priced Technically Acceptable methodology, where offers must first pass a technical acceptability gate before price is considered. The Government is seeking additional discounts. Performance must comply with all applicable FAR clauses, including deviations related to small business representation, contractor ethics, labor practices, sustainable products, and anti-trafficking requirements. Additionally, DOJ-specific requirements for privacy, information security, and prohibition of racially discriminatory DEI activities must be adhered to. Contractors must maintain emergency response policies for pandemic or national emergency scenarios, including cross-training and telework implementation. Payment will be processed electronically via the U.S. Treasury’s Invoice Processing Platform, and contractors must register for access. The Contracting Officer’s Representative, Raheim Patterson, will conduct final inspection and acceptance of all deliverables, and the final invoice, along with a release of claims, must be submitted within 30 days after contract expiration.
