USNA Distributed Antenna System (DAS) Maintenance and Support

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk intends to award a sole-source, firm-fixed-price purchase order to Allegheny Industries, Inc. for the provision and installation of a Distributed Antenna System (DAS) at Alumni Hall within the United States Naval Academy in Annapolis, Maryland. The project scope involves deploying four Multiple Input Multiple Output (MIMO) DAS sectors designed to support a capacity of 4,200 to 4,300 concurrent users. Key technical requirements include the installation of a 48-strand armored outside plant fiber from Mahan Hall to Alumni Hall, the setup of antenna infrastructure, and the implementation of Uninterruptible Power Supply (UPS) systems with a minimum one-hour runtime under full load. The contract also includes one year of maintenance and support, covering system cleaning, performance tuning, remote diagnostics, and annual data walks, with a base period running from October 1, 2026, to September 30, 2027. The procurement is being conducted under Simplified Acquisition Procedures, with the sole-source determination justified by Allegheny Industries, Inc.'s 12-year history of maintaining the Academy's existing DAS infrastructure and existing warranties. Hardware delivery is required within 30 calendar days of the award, and all items must comply with DoD unique identification and marking standards, including the use of two-dimensional data matrix symbology. Evaluation will be based on price reasonableness in accordance with DFARS 212.204. The contract incorporates various FAR and DFARS clauses, including strict adherence to Buy American requirements, prohibitions on certain internal confidentiality agreements, and compliance with security provisions regarding covered defense telecommunications equipment. All invoicing must be processed electronically through the Wide Area WorkFlow (WAWF) system.
