SOLICITATION - U.S. Army West Point India White Coats, Trousers, Dresses
Solicitation # W911SD-26-Q-A114
The Mission and Installation Contracting Command Installation Contracting Office, West Point, is issuing solicitation W911SD-26-Q-A114 to procure India White coats, trousers, and skirts for the Corps of Cadets at the United States Military Academy. This is a multi-year, Firm Fixed Price contract with an ordering period spanning from November 1, 2026, through October 31, 2033. The requirement is a 100% total small business set-aside under NAICS code 315210. A critical distinction in the sourcing model is that the government will provide all fabric and associated materials as Government Furnished Items during the base year, with an estimated initial delivery in May 2027. However, for all subsequent option years, the contractor is solely responsible for sourcing and acquiring all fabric and materials. The award will be made using a lowest price source selection process, where evaluation factors other than price are considered significantly more important. Offerors must submit one sample of each required garment type to meet pass/fail technical requirements. Per Amendment 0001, the solicitation deadline has been extended to October 30, 2026, and the final date to request samples is October 5, 2026. All quotes and sample requests must be handled according to specific instructions, including the use of prepaid self-addressed shipping labels provided by the government. Technical compliance includes strict adherence to product descriptions, specific labeling requirements for size and barcodes, and mandatory First Article Testing for the initial delivery. All electronic quotes must be submitted via email to the designated point of contact.
