F&W, 2018 Munson Packman Boat Repower project
Solicitation # 2018 Munson Packman Boat Repower
The Confederated Tribes of the Colville Reservation is soliciting proposals for the complete repower of a 30 foot Munson landing craft. The selected contractor will be responsible for the decommissioning and removal of two existing Honda BF250A outboard engines and the procurement and installation of two new Honda BF250D Drive-by-Wire outboards. The scope of work is divided into six phases, encompassing structural transom inspections, the installation of Honda iST electronic control heads at dual helm stations, integration with the SeaStar Power Assist steering system, and a comprehensive fuel system overhaul using USCG Type A1-15 lines. The project concludes with NMEA 2000 network integration, digital gauge installation, and a minimum two hour sea trial to validate performance and safety protocols. To ensure factory warranty coverage, the contractor must maintain active Honda Marine Authorized Dealer or Service Center status. The vessel will be delivered via trailer to the contractor facility, which must provide a secure, fenced yard or indoor shop. Award evaluation is based on a weighted criteria of cost, technical expertise, and TERO status, with a preference for Colville Business Enterprises. Proposals must be submitted in PDF format by November 13, 2026. Final contracts are subject to tribal appropriation and may require a performance bond for values exceeding 100,000 dollars or a 25 percent retainage.

The purpose of this modification is to change the response date to November 6, 2014. The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation for the FY17 Drydock Selected Restricted Availability (DSRA) for the USS HELENA (SSN 725). The DSRA includes advance planning, engineering and design efforts, prefabrication, and shipyard execution work necessary to prepare and accomplish maintenance in support of the USS HELENA. The product of this DSRA is a repaired, mission-ready USS HELENA (SSN 725). It is anticipated that this will be a non-competitive procurement awarded to Huntington Ingalls Industries, Newport News Shipbuilding (HII-NNS), a nuclear-qualified contractor, located at 4101 Washington Avenue, Newport News VA 23607. Firms interested in subcontracting opportunities should contact HII-NNS directly. The DSRA is projected to start 9 July 2017 and is scheduled for slightly under six months. The place of performance will be the ship's homeport area of Newport News, Virginia. The solicitation will be issued in early FY16 with a tentative date for receipt of the proposal within forty five (45) days of issuance of the solicitation.
