Solicitation # 2018 Munson Packman Boat Repower
The Confederated Tribes of the Colville Reservation is soliciting proposals for the complete repower of a 30 foot Munson landing craft. The selected contractor will be responsible for the decommissioning and removal of two existing Honda BF250A outboard engines and the procurement and installation of two new Honda BF250D Drive-by-Wire outboards. The scope of work is divided into six phases, encompassing structural transom inspections, the installation of Honda iST electronic control heads at dual helm stations, integration with the SeaStar Power Assist steering system, and a comprehensive fuel system overhaul using USCG Type A1-15 lines. The project concludes with NMEA 2000 network integration, digital gauge installation, and a minimum two hour sea trial to validate performance and safety protocols. To ensure factory warranty coverage, the contractor must maintain active Honda Marine Authorized Dealer or Service Center status. The vessel will be delivered via trailer to the contractor facility, which must provide a secure, fenced yard or indoor shop. Award evaluation is based on a weighted criteria of cost, technical expertise, and TERO status, with a preference for Colville Business Enterprises. Proposals must be submitted in PDF format by November 13, 2026. Final contracts are subject to tribal appropriation and may require a performance bond for values exceeding 100,000 dollars or a 25 percent retainage.

Military Sealift Command Norfolk is seeking a small business contractor for the engineering, design, testing, fabrication, and delivery of a multi-phase armor solution for the USS PONCE. The primary objective is to protect Motor Gas ISO tank containers from RPG projectiles and other munitions. This firm fixed price contract is structured in phases, beginning with an initial award for design and testing, followed by options for the fabrication and delivery of outboard, inboard, and aft wall components. The solution must adhere to strict spatial constraints, including a 20-inch usable space limitation on the port side to accommodate life raft maintenance, and must meet specific ballistic defeat standards, including MIL-STD-3038 Type X Class A testing for .50cal ball bullets and a high success rate for RPG threat mitigation. The procurement process emphasizes small business participation, specifically encouraging Service-Disabled Veteran-Owned, HUBZone, and 8(a) certified businesses. Technical requirements include the provision of installation, arrangement, and assembly drawings in PDF format, with the stipulation that any design modifications required after unsuccessful testing will be at the contractor's expense. Evaluation of potential sources involves a review of capabilities packages and past performance data regarding quality, timeliness, and staffing. The project involves detailed material specifications, such as ABS steel and felt bars, with all workmanship required to conform to USCG and ABS standards.
