The USSF Enterprise-wide Advisory and Assistance Services (A&AS) Support Contract (FA701421R0007) involves the acquisition of advisory and assistance services to support the Headquarters Space Advisory & Assistance Services Support (SpAASS) Program. The Government has shifted its acquisition strategy to execute task orders through the GSA OASIS Small Business Pool 1, a 100% small business set-aside contract vehicle that allows for the application of further socio-economic set-asides at the task order level. All task orders under this program are intended to be competed as Small Business set-asides unless otherwise determined, with the acquisition strategy and evaluation criteria decided individually per task order to best meet HQSF and L2 requirements. Market research is ongoing, and while a solicitation release is anticipated for the fourth quarter of Fiscal Year 2022, no firm schedule has been established. The Government initially conducted a sources sought notice to identify responsible sources and determine the feasibility of a competitive, total small business set-aside procurement under NAICS code 541611, targeting a broad range of small business categories including 8(a), Service-Disabled Veteran Owned, HubZone, and Women-Owned businesses. Interested parties were requested to provide information on their small business status, teaming arrangements, and relevant past performance. The acquisition approach emphasizes flexibility at the task order level, allowing for socio-economic set-asides in the best interest of the Government. This effort is not a solicitation, and responses to the market research request are voluntary and used solely for planning purposes.
