Through this Open Challenge, Space Launch Delta 30 (SLD 30) is seeking industry, academic, and non-profit partners to prototype, test, and demonstrate an integrated development planning and environmental readiness process. This is a prototype of a planning process, not of physical construction, site preparation, or facility delivery.
This challenge is structured as a multi-phase prototype. Proposers will initially submit packages against LOE 1 (Phase I): Small-Scale Project Process Prototype (SLC-9 Support Infrastructure) for immediate evaluation. The Government may amend and reopen the challenge for subsequent LOEs at a later date.
**Vendors must review the full challenge statement and submission instructions in the Documents tab before preparing and submitting a response.**
## Problem Statement
The Department of the Air Force’s (DAF) legacy infrastructure development planning process is historically characterized by sequential, highly fragmented, and lengthy administrative timelines for stakeholder alignment, requirement definition, and environmental compliance. This fragmentation results in significant delays before new installation requirements achieve a state of validated technical and environmental readiness.
The current capability processes require nine months or more merely to produce low-fidelity (15%) planning concepts, failing to support the rapid operational shifts demanded by national security space and range operations.
## Overall Objective
This challenge seeks to prototype a novel, highly integrated, and repeatable business process to compress the initial development planning lifecycle. The prototype will evaluate whether a unified planning methodology—combining agile, multi-stakeholder design charrettes and concurrent environmental impact analysis—can successfully produce a high-fidelity 30%–35% conceptual planning package and complete environmental documentation in a drastically compressed timeline of under five months.
The ultimate goal of this prototype is to establish a validated, government-owned Technical Data Package (TDP) that codifies this accelerated planning process.
