Utah State Courts Legal Representation for Respondents in Guardianship Cases (GRAMP)

The Utah State Courts are seeking a qualified firm or agency to provide legal representation to respondents in guardianship petitions filed across the state under the Guardianship Reporting and Monitoring Program. This pilot initiative, funded by the Judicial Council, aims to ensure that individuals subject to guardianship petitions receive statutorily mandated legal counsel when no volunteer attorney is available through the Guardianship Signature Program after 60 days. Approximately 130 such cases arise annually, each requiring 5 to 15 hours of attorney work, and currently go without proper representation as judges either bypass attorney appointment or delay proceedings by requesting court visitors instead. The selected contractor will be responsible for accepting these assigned cases statewide and providing competent legal services at a fixed hourly rate of $100, with a total annual cap of $130,000. The solicitation process involves a two-phase evaluation. Proposers must first score at least 51 out of 85 points on a detailed assessment rubric to advance to Phase II, where interviews will be conducted. The final award will go to the offeror with the highest combined score from both phases, ensuring selection based on quality and compliance with all requirements outlined in the RFP. All submissions and communications must occur through the Euna Bonfire U3P website during the designated Q&A period. Proposals must fully address each category in the evaluation score sheet and meet the scope of work defined by the program’s statutory and operational needs.
