Utility Ground Maintenance Trucks

The General Services Administration (GSA) is acting as the servicing agency on behalf of the Department of the Navy to procure five Ground Maintenance Utility Trucks (UTVs) under solicitation RFQ47QMCA26Q0063, with an option to increase the quantity by up to two additional units. This is a total small business set-aside under FAR 19.5, restricted to small business concerns classified under NAICS code 336110. The UTVs must comply with detailed technical specifications outlined in Attachment 2, including requirements for non-ferrous metal data plates mounted mechanically (no stickers allowed), U.S. Navy registration numbers displayed on side doors and rear, and compliance with MIL-STD-130N and MIL-HDBK-1223 for item identification and marking. Deliverables include build sheets, inventory lists of collateral items, and comprehensive illustrated technical manuals with exploded views. The vehicles must be delivered FOB destination to the Navy Expeditionary Medical Support Command in Williamsburg, Virginia, with delivery restricted to Monday through Thursday between 0800 and 1400 local time; no deliveries are permitted on Fridays, holidays, or after hours. A valid SAM registration and UEI are mandatory for eligibility, along with compliance with cybersecurity requirements including DFARS 252.204-7008, 252.204-7012, and 252.204-7018, and adherence to the Trade Agreements Act. Quotations must be submitted via email to john.hodges@gsa.gov by June 16, 2026, and include two volumes: Technical and Past Performance, and Price and Delivery, with all documents signed by an authorized contractor representative. Technical merit accounts for 50% of the evaluation, based on how well the proposal meets specifications, and past performance accounts for the remaining 50%, requiring submission of three to five recent relevant projects. Price is not scored but must be determined fair and reasonable; award will be made to the highest technically rated offeror whose price is deemed reasonable. Payment will be processed electronically via the System for Award Management, and invoices must be submitted through the IPP portal with the associated Motor Vehicle Delivery Order number.
