The Naval Air Warfare Center Aircraft Division is soliciting Firm Fixed Price quotations for the manufacture, assembly, inspection, and delivery of Peculiar Support Equipment for the V-22 Aircraft under Solicitation N68335-26-Q-1124, titled V-22 Combo 13. This procurement is a 100% Small Business Set-Aside under NAICS code 332710, requiring all offerors to be certified small businesses registered in SAM.gov and to submit verified representations demonstrating status under this classification. The contract requires delivery of four distinct end items—TOW Collar, Actuator/Proprotor Hub Pitch Assembly, Transducer Set, and Bearing Removal/Installation Tool—within a 12-month period from contract award, with all deliveries going to the Defense Supply Center Richmond in Virginia under FOB Destination terms. The Government will inspect and accept all items at the destination location, requiring formal acceptance via DD Form 250 submitted through the Wide Area Workflow system, with final approval contingent upon verification of full compliance with technical specifications and contractual requirements. Access to the technical data package, which includes export-controlled Build-to-Print drawings and Controlled Unclassified Information, is strictly restricted and requires offerors to submit a valid and certified DD Form 2345 and proof of current CMMC Level 2 (Self) certification prior to gaining access to proprietary materials. Offerors must maintain AS9100D certification throughout contract performance and be ISO9001 compliant, with these requirements also flowing down to subcontractors for critical components. Proposals must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) by the deadline of August 3, 2026, using only Microsoft Word, Excel, or PowerPoint 2016 files with signed documents in searchable PDF format, and must remain valid for 120 days. All technical submissions must be unclassified and virus-free; hyperlinks and unauthorized submission methods are prohibited. Pricing is evaluated on a lowest price technically acceptable basis, with compliance with CMMC, DD Form 2345, SAM registration, and quality certifications acting as mandatory pass/fail gates, and failure in any of these areas renders an offeror ineligible for award regardless of price competitiveness.
