Full Description

The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275) intends to negotiate and issue a delivery order under Basic Ordering Agreement N00019-17-G-0002 to the Bell Boeing Joint Program Office, 401 Tiltrotor Drive, Amarillo, TX 79111 on a sole-source basis for: Kit installations and material to support the qualification, integration, and documentation necessary to incorporate the Empennage Fuel Jettison system for use in the V-22 Osprey aircraft. Phase 1 of this effort was awarded on 22 December 2017 as a modification to Delivery Order 0112 on the N00019-12-G-0006 BOA. Phase 1 included Non-recurring Engineering (NRE) labor hours. Originally the government intended to award the entire Empennage Fuel Jettison System under the Order 0112, but due to changes in contracting strategy, the effort was split into Phase 1 for NRE, and Phase 2 for installations and material kits. This action is being awarded on a sole source basis to the Bell Boeing Joint Program Office in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Bell Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, Bell Boeing is the only source that possesses the totality of engineering and technical data required to perform these efforts. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
