AI Contract Overview
The Naval Air Systems Command, through the V-22 Joint Program Office, plans to issue a sole-source delivery order to Honeywell International for the design, procurement, installation, and qualification testing of support equipment to enhance repair capacity for the Shaft Driven Compressor, Part Number 2210180-6-1, critical to maintaining V-22 Osprey production, sustainment, and mission readiness. This action is justified under statutory authority permitting non-competitive procurement because Honeywell is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and possesses exclusive access to the engineering and technical data necessary to perform this work. The contract under Basic Ordering Agreement N00019-23-G-0004 will be executed without competition, as no other source has the requisite expertise or data to meet the government’s requirements. The presolicitation notice, issued with solicitation number N00019-26-RFPREQ-APM275-0493, allows interested parties to submit capability statements by July 9, 2026, though the government retains full discretion to proceed without competition regardless of responses. Performance will be conducted in Phoenix, Arizona, while the contracting office is located at Pax River, Maryland. Subcontracting opportunities may be directed to Honeywell contacts Steve McGonigle and Laurine Payne.
