The NAVSUP Fleet Logistics Center Norfolk intends to issue a bilateral contract modification to extend the period of performance for the existing Mexico husbanding services contract with Multinational Logistic Services Limited. This sole source contract, currently in its second extension and set to expire on April 30, 2017, will be extended for an additional ten months from May 1, 2017, to February 28, 2018. The scope of work and required husbanding support services will remain unchanged. The extension is critical to maintaining U.S. Navy global readiness by providing essential and immediate support for port visits throughout the Mexico region. The contract action will be conducted under a specific federal acquisition authority that allows for non-competitive contract actions in certain circumstances. Meanwhile, the NAVSUP FLCN is conducting a solicitation process for the follow-on contract, with an award anticipated around January 22, 2018. This notice is for informational purposes only and does not constitute a request for competitive proposals or a government commitment. Responses such as capability statements, proposals, or quotations may be submitted within four days of this notice but the government retains sole discretion on whether to pursue competition. The contract falls under the NAICS code 488310, and inquiries may be directed to the designated points of contact within NAVSUP.

Full Description

This serves as Notice of Intent of the NAVSUP Fleet Logistics Center Norfolk (FLCN)’s intent to issue a bilateral modification to extend the period of performance of the current Mexico husbanding contract, Contract No.: N00189-10-D-0049, with Multinational Logistic Services Limited (MLS) on a sole source basis. At present, the current Mexico husbanding contract is in on its second extension, which will expire on 30 April 2017. The period of performance will be extended for a base period of ten (10) months beginning 01 May 2017 and continuing through 28 February 2018. The performance work statement detailing the required husbanding support services remains the same. Based on the current number of projected port visits to occur from 01 May 2017 through 28 February 2018, a maximum increase to the contract is required. There would be significant risk to the U.S. Navy’s global readiness capability if the current Mexico husbanding contract is not extended. The extension of the contract will provide essential, immediate, and interim contract support for port visits throughout the Mexico region. The NAVSUP FLCN intends to conduct this contract action under the authority of Title 10 USC 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1. The NAVSUP FLCN is currently in the solicitation process for the follow-on contract which has an anticipated award date on or around 22 January 2018. This “Notice of Intent? is for informational purposes only; it is not a request for competitive proposals nor should it be construed as a commitment by the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency within 4 days after the publication date of this notice of contract action. A determination by the Government not to compete this bilateral modification to increase the maximum and extend the period of performance of the current Mexico husbanding contract based upon responses to this notice is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) for this action is 488310. Any questions regarding this synopsis should be directed to Richard Mateljan at contact@example.gov or Kate Petti at contact@example.gov.
