The US Fish and Wildlife Service (US FWS) currently holds a contract with Honolulu Marine, LLC, based in Honolulu, HI, to transport personnel and cargo between Honolulu and Tern Island. The agency now seeks to expand this contract to include transportation services to and from Midway Atoll, Nihoa Island, and other islands located between Midway and Oahu. Rather than issuing a new solicitation, US FWS intends to modify the existing contract under the authority of FAR 6.302-1, citing that Honolulu Marine, LLC is the only responsible source qualified to perform this follow-on work. This extension falls under NAICS code 488320 and PSC class V115. The modification will be conducted through full and open competition procedures limited to Honolulu Marine, LLC, without issuing a formal solicitation. Interested parties may submit responses to inform the government’s decision on whether to compete this requirement further, though the government retains sole discretion over that determination. The point of contact for this contract action is Franklin Lee, who can be reached via phone or email. Overall, this effort represents an administrative step to broaden the scope of existing vessel charter services while maintaining continuity and leveraging the current contractor’s capabilities.
