AI Contract Overview

The Department of the Interior’s Aviation Management division is seeking industry feedback on proposed revisions to the Call When Needed (CWN) Single Engine Air Tanker (SEAT) contracting program, including the introduction of a new Extended Use SEAT contract. Key changes include restricting base ramp parking on government-controlled ramps to only those contractors actively on call and being compensated, thereby requiring pre-positioned aircraft to find alternative arrangements. The program will reduce exclusive use contracts significantly and shift emphasis to On-Call contracts, which do not guarantee a minimum number of call-out days and do not obligate vendors to respond to dispatch requests. A critical modification is the change of the point of hire from the contractor’s business location to designated dispatch points (DDPs) across several cities, with an exception allowing the base of operations to serve as point of hire if it is closer to the fire incident, at the discretion of the ordering office. Orders will be awarded based on a best value approach considering aircraft capability, location, availability, and cost, with the government retaining the right to award contracts beyond the lowest bidder. The new Extended Term On-Call SEAT contract is designed to replace many current exclusive use contracts, offering guaranteed order terms of 30, 60, or 90 consecutive days, though no guarantee of work is provided until an order is issued and accepted. Similar to the CWN contracts, the point of hire is set to designated dispatch points with the same exception for proximity to incident locations. Vendors can submit bids with daily availability prices based on these guaranteed order lengths, and rates will remain fixed throughout the ordered term and any extensions. The government will determine the necessary term per incident and awards will be based on best value criteria. The designated dispatch points include cities such as Boise, Reno, Grand Junction, Phoenix, Dallas/Ft. Worth, Atlanta, and Minneapolis/St. Paul. Comments on these proposed changes are requested by September 24, 2007, to guide the final contract structure and implementation.

This Request for Information (RFI) is issued to solicit comments and suggestions from industry on changes that are proposed by the Department of the Interior, Aviation Management Call When Needed (CWN) Single Engine Air tanker (SEAT) contracting program. There are two major categories of changes. One is the CWN SEAT program and the second is a New Extended Use SEAT program. Your comments and suggestions are invited on any and all of the proposed changes. Please refer to the numbered item when preparing your response. Proposed Changes to Department of the Interior (DOI), Aviation Management (AM) Call When Needed (CWN) Single Engine Air tanker (SEAT) contracting. 1. Seat Base Ramp Parking- Effective with the 2008 season, only contractors who are actively on a contract call-out and are being paid for their services will be permitted to park aircraft, crews and support equipment on Government controlled aircraft ramp. Contractors intending to pre-position aircraft must make alternative parking and logistics arrangements. 2. Reduction in Exclusive Use contracts - Shift to On Call contracts -The number of exclusive use SEAT aircraft will be reduced dramatically. The new emphasis will be placed on contracts awarded by the DOI, Aviation Management designated as "On-Call" contracts. The "On-Call" designation will assist in avoiding confusion with contracts awarded by other agencies. As in the past vendors are not required to respond to a dispatch request, nor under this contract does the Government guarantee a vendor any specific number of days on any given call up. 3. Point of Hire Change- Effective with the 2008 season, the point of hire (and release) will no longer be a vendor's place of business. (See exception below) All points of hire will be one of the Designated Dispatch Points (DDP) located below. The specific DDP will be identified at the time the order is placed. It will be the contractor's responsibility and cost to move aircraft, personnel and support equipment to (and from) the DDP. The bid schedule shall allow for only one rate to be offered for aircraft, personnel and support equipment, regardless of the DDP. 4. DDP Exception - If a contractor's base of operation is closer to the incident (fire) location, the point of hire (and release) may be the contractor's base of operation. For the purposes of defining the "contractor's base of operation" it shall be the location from which the contractor conducts business as indicated on SF1449, Block 17a, or other locations identified in the contract. Exercising this exception is at the sole discretion of the ordering office. 5. Basis for Order- Orders under this contract shall be made on a best value basis. Best value shall include 1) aircraft capability; 2) aircraft location; 3) availability of aircraft and 4) overall cost to the Government. The Government reserves the right to award to other than the lowest offeror, if determined to be the best value. New Department of the Interior, Aviation Management Extended Term On-Call Single Engine Air tanker (SEAT) contract. This contract is anticipated to replace a significant number of current Exclusive Use Contracts. Unlike the On Call SEAT contract (above), which has no guarantees other than day to day; this new contract will afford both vendors and the Government with a guaranteed term of order. However there are no guarantees of work until such time as an order has been placed and accepted by the contractor. 6. 7. 8. Bid Page Change- The bid page shall afford a vendor the opportunity to present a daily availability price based upon a guaranteed order of 30/60/90 consecutive calendar days. A vendor may offer a different rate for each term. A vendor may offer on one or all terms. The rates shall remain in effect for the duration of the order, including any extensions from the original term. The Government reserves the right to determine which term of order is required for each incident/fire. A vendor is not required to respond to any dispatch (order) under this contract. 9. For the 2008 ON Call and Extended Term SEAT contracts the following cities are Designated Dispatch Points (DDP): Boise, Idaho Reno, Nevada Grand Junction, Colorado Phoenix, Arizona Dallas/Ft. Worth, Texas Atlanta, Georgia Minneapolis/St. Paul, Minnesota Please forward your comments and suggestions to me by September 24, 2007. You may email your response to Robert_carr@nbc.gov, fax 208-433-5030, or mail to Robert Carr, National Business Center, Boise Acquisition Branch 300 E. Mallard Dr., Boise, Id 83706-3991.

Non-binding Request for Standing Arrangement Rappel Helicopter Services
Solicitation # 234484
The Ministry of Forests, specifically the BC Wildfire Service, is issuing a non-binding Request for Standing Arrangement for Rappel Helicopter Services under Opportunity ID 234484. This non-exclusive arrangement seeks qualified suppliers to provide helicopters, pilots, and maintenance crews for wildfire operations in British Columbia. The service period typically runs for a minimum of 150 consecutive days between April and September, with the primary base of operations located at the Provincial Rappel Operations Centre in Salmon Arm. Notably, Addendum No. 1 specifies that submissions from U.S. suppliers will be disregarded and not evaluated. Technical requirements are stringent, favoring aircraft such as the Bell 412HP or 412EP, which must feature highly visible rotor markings and meet specific useful load benchmarks. Aircraft must be in the contractor's possession by March 1, 2027, and maintain at least 450 operational hours before any major engine or gearbox overhaul. Pilots must meet extensive experience thresholds, including 1,000 hours of PIC in designated mountainous areas and specialized training in crew resource management, mountain flying, and underwater egress. Maintenance must be performed by Transport Canada-qualified personnel following an approved Maintenance Control Manual. Evaluation is based on a weighted system where non-price rated criteria, including helicopter performance and useful load, account for 70 percent of the total score. Respondents must provide comprehensive documentation, including an Air Operator Certificate, Certificate of Airworthiness, and proof of significant insurance coverage, ranging from 3 million to 15 million dollars in aircraft liability depending on passenger capacity. Submissions are due by November 10, 2026, via BC Bid or email, and must utilize the provided Appendix B response templates.

New World Screwworm Aerial Release & Air Transportation Services
Solicitation # 12639526R0007
The USDA Animal and Plant Health Inspection Service (APHIS) has issued solicitation 12639526R0007 to establish one or multiple hybrid Time and Materials (T&M) and Firm-Fixed-Price (FFP) Indefinite-Quantity Contracts (IDIQ). The primary objective is to support New World Screwworm (NWS) eradication and prevention efforts through two main service streams: aerial release of sterilized NWS and the air transportation of pupae. Transportation services involve moving pupae from production facilities in Pacora, Panama, to the dispersal base of operations in Edinburg, Texas. Aerial release operations will occur along the Texas-Mexico border and in other areas as required by the agency. The period of performance for potential task orders ranges from December 15, 2026, through June 14, 2031. This is an unrestricted requirement under NAICS code 481219, meaning it is not set aside for small businesses, though HUBZone price evaluation preferences apply. Proposals are evaluated based on a best value approach where non-price factors are considered more important than price. The evaluation hierarchy prioritizes Technical Capability—specifically aircraft availability and safety, licenses and permits, key personnel, and specialized experience—followed by the Aircraft and Equipment Maintenance Plan, and finally Past Performance. Technical proposals must demonstrate adherence to the APHIS Aviation Operations Manual and a safety management system aligned with USDA standards. Contractors must also meet stringent insurance requirements, including aircraft hull insurance at full market value and specific liability limits for passengers and the public. Amendment 1 has extended the proposal submission deadline to October 8, 2026, at 11:00 am Central Time. All submissions must be sent via email to the designated point of contact, with the price proposal submitted as an Excel spreadsheet and the technical proposal organized according to specific agency instructions.
